This resource, with a forward by former California Governor George Deukmejian, provides information on the clemency processes - both capital and non-capital - in all American states. While some of the clemency processes described here may have changed since the publication of this report in 1988, it provides a useful and historic overview to the ways in which the clemency power has been used and interpreted by U.S. governors in the twentieth century.
